2021 Annual Meeting Notice

Dear BCSCA Members,

Your board of directors has made the determination to postpone the required Annual Membership Meeting this May because of the Coronavirus and the issues with an in-person meeting.  We look forward to May 2022 when we can resume our normal Annual Membership Meeting schedule.

 

Enclosed is your annual Meeting Notice and proxy ballot to elect the open Director seats on the Board. We would appreciate prompt return of the proxy so that we may move forward with a full elected board. If we do not receive sufficient proxy ballots (40% of the membership) we will need to send proxy ballots again; this only causes our mailing and administrative costs to increase. We have included a self-addressed stamped envelope to make it easy for you to return. Please return your Proxy by April 30, 2021.

 

This will be the second year we have elected to forego an in-person meeting. It looks like we are on the way to recovery, but we want to be safe.

 

As many of you know we lost a fellow board member, a friend, a steadfast volunteer, and a person who contributed an enormous amount to our HOA. Sharyn Anhalt sure made me a better board member, by challenging me to make better decisions (at least in her opinion!). Without her influence we would have had a less effective and more costly HOA. We will miss Sharyn’s help and knowledge, her enthusiasm, her ever available help and guidance.  Thanks, you are in our prayers, God Bless!

In accordance with the BCSCA Bylaws, an annual meeting of the membership shall occur on the first Monday in May of each year.  Due to the Covid 19 pandemic, this notice is to advise the membership that since it is impractical to meet in person at this time, all business normally conducted at the Annual Meeting will be done via proxy voting by mail.

DESIGN REVIEW

Please remember that any exterior changes to your home, not just new construction, must be reviewed by the BCSCA Design Review Committee to ensure the changes comply with covenants. Changes to existing homes such as new windows, changing paint color, new roofing material, additions to decks or patios, and major landscaping changes must also be reviewed by the Committee. Plans must be submitted and approved before beginning any construction to avoid a fine; please allow at least 2 weeks for review. Contact the board at bridgercreekboard@gmail.com when you are ready to submit plans for review.

 

WEED CONTROL

Weed control and property maintenance is required per the covenants. Vacant lots must be mowed as often as needed and no less than once per month during the growing season per the Covenants.

 

BOULEVARD TREES

The covenants require that every lot in Bridger Creek Subdivision install trees along the street boulevards with an average spacing of 50 feet between trees. Many trees that were planted when homes were built have died and never replaced, and some homes never installed the required trees. We will be contacting individual owners to follow up on the boulevard tree requirement and establish rules to ensure compliance.

 

The City of Bozeman maintains a program to help with the cost of boulevard trees. Our covenants specify that Ash, Elm or Maple of at least 2” minimum diameter be used, but we are accepting any of the approved tree varieties from the City of Bozeman. WILDLIFE

We are lucky to live in an area where we enjoy viewing wildlife passing through; but it becomes a problem when wildlife returns because of food sources, putting their lives in danger. Augusta Drive has had regular bear activity throughout this summer. We have reported it to Fish Wildlife and Parks so they can monitor, but we can help by removing food sources. Trash cans should be stored inside and not be placed at the curb until the morning of trash pickup and bird feeders should be brought in each night.

 

PARKING

The covenants require that recreational vehicles cannot be stored outside on your property. We realize that folks need to have their campers, boats, snowmobiles, etc. on their property when preparing for a trip or performing maintenance, so we have accommodated those uses in season. However, you should not store recreational vehicles outside year-round on your property. Thank you for your cooperation.

 

On street parking is per Bozeman City Ordinance. Parking is allowed, but vehicles, trailers, etc. must be moved at least every 72 hours. If you have a problem with street parking, please contact the Bozeman Code Enforcement Officer.

Due to the Covid-19 pandemic, the Annual Membership Meeting was conducted by mail-in proxy votes.

Confirm Quorum - A Quorum was obtained.  153 proxies were received - 47 over 106 needed for a Quorum.

Treasurer’s report - The vote on the 2021-2022 budget was held by written ballot and passed. 

Election of Board of Directors - The Board is composed of five directors, one Director is appointed by Golf Course Partners, four are elected by the membership.  Each term is two years and there are currently three openings.  The vote on the candidates was conducted by written ballot.  

Tom Wilson and Diane Bottcher were nominated to serve May 2021 to May 2023.

Phil Rostad was nominated to complete Sharyn Anhalt’s term May 2021 to May 2022.

New business - There was no new business brought before the Membership.

I wanted to post the following, for those who have not heard we have lost a valuable member of our board and a very dear friend, we will miss her and her friendship.

Obituary for Sharyn Anhalt

Sharyn Kay Anhalt, 59, creator of YarnScout, the LYS, crossed over the fiber frontier February 2, 2021. Born June 14, 1961 to Jack and Judy (Hammerer) Anhalt in West Allis, WI, Sharyn spent her early life in the Milwaukee area, escaping to work summers in Yellowstone NP in 1980 where she met lifelong friends and her future husband George, settling in Bozeman November 1982. After many semesters and majors pursued in WI, she finished her Accounting degree at MSU in December 1986 and accepted a job with Peat Marwick in San Francisco. After a year in CA and longing for the MT outdoors they both enjoyed, she transferred to Billings, MT. Always the confident risk taker Sharyn struck out on her own path opening her CPA firm in the early 1990’s. The small two-woman firm found success and clients that became friends to this day. After marriage to George in 1993 and the addition of son Liam in 1995, Sharyn started Kidstock Inc. to provide kids clothing etc. to the Bozeman market, running both businesses simultaneously. After the sale of her CPA firm, she concentrated on Kidstock and successfully tapped into the internet shopping craze growing worldwide. Becoming tightly wound with the business, she moved onto selling Smartwool socks by the thousands on Amazon until her passion for fiber and yarn blossomed into the YarnScout expedition. Leading a ravel of knitters through the maze of colors and yarn available from around the world, she assembled a loyal army of Scouts to explore the fiber frontier, creating patterns, kits, KALs, custom hand dyed yarns and even a knitter’s retreat in Old Chico, MT. Although Sharyn is gone and YarnScout will soon visit the frog pond, hopefully her contribution to the Bozeman community continues. And of course, build that Stash, Cast On, and remember - Blocking is not an option!!  

Sharyn was also an excellent cook, taking pride in organizing an event. Menu planning for the annual Christmas Eve party was at least a month-long process, with a different theme every year. The open house potluck feast was always attended by a wide group of friends and acquaintances in the area who had family elsewhere. The gathering always included a cozy fire on the patio with numerous lies told about fishing, hunting or barely missing a royal flush by four cards.

Survivors include her husband and son George and Liam Durkin; mother Judy Anhalt of West Allis, WI; brother David and wife Sharry of West Allis, WI; sister Susan Kortas and husband Ken of Wauwatosa, WI; brother Tom and wife Anna of Goleta, CA; and nieces, nephews, cousins, aunts and uncles too numerous to mention. 

Many thanks to Hospice of Bozeman Health, Dr. Justin Thomas, and the Bozeman Deaconess Cancer Center, all the yarnies and our friends and family for support…. Beverly Mazzarella the Seattle yarn guru, Jeff, and Diana, thank you so much.

In lieu of flowers please contribute to the Audubon Society, MT Raptor Conservation Center, or a nonprofit of your choice to help continue the MT lifestyle. A future outdoor celebration of Sharyn’s short but amazing life will be held when spring weather allows.

Due to the Covid-19 pandemic, the Annual Membership Meeting was delayed until September and was conducted by mail-in proxy votes.

 Confirm Quorum

A Quorum was obtained.  160 proxies were received - 52 over 106 needed for a Quorum.

 Treasurer’s report

 The vote on the 2020-2021 budget was held by written ballot and passed.  Currently, accounts receivable totals $8,402.13 of which $5,900.00 is for 2020-2021 dues.

 Election of two Board of Director positions, serving two years until May 2022.

 The Board is composed of five directors, one Director is appointed by Golf Course Partners, four are elected by the membership.  Each term is two years and there are currently two openings.

 The two candidates on the ballot were Sharyn Anhalt and Fred Deigert. The vote on the candidates was conducted by written ballot.  

 New business

 There was no new business brought before the Membership.

Dear BCSCA Members,

Your board of directors made the determination to postpone the required Annual Membership Meeting this past May because of the Coronavirus and the issues with an in person meeting. It appears that was a prudent move as we move forward and look to the future when we can resume normal schedules.

Enclosed is your annual assessment for FY20/21 along with a proxy ballot to elect the open Director seats on the Board. The Board has filled the spots with temporary appointments, but in order to meet the requirements of the bylaws we need to hold an election by members. We would appreciate both prompt payment and a return of the proxy so that we may move forward with a full elected board. If we do not receive sufficient proxy ballots (40% of the membership) we will need to send proxy ballots again; this only causes our mailing and administrative costs to increase. We’ve included a self-addressed stamped envelope to make it easy for you to return. Please send no later than September 15, 2020.

 Normally, we include a vote to approve the budget at the Annual Meeting; this is not required by our bylaws but we have done so in the past for transparency. The Board has already approved the FY20/21 budget included herein; in addition, we have included the FY19/20 financial statements that would have been available at the Annual Meeting.

 As you are aware the BCSCA board works as volunteers to operate your Association in an efficient and cost effective manner. The Board’s efforts have resulted in a continued low annual assessment to the BCSCA membership.  Even though we will not be meeting in person, the board stands ready to help with your concerns and questions. Please let us know of your questions or concerns via e-mail or phone and we will address them in a timely manner (contacts listed below).

 SHORT TERM RENTALS

We’ve had several questions this year about whether short term rentals are allowed in Bridger Creek Subdivision. The covenants are silent about this, but the City of Bozeman has enacted an ordinance. The ordinance allows such rentals in certain zoning districts; none of those districts are within our subdivision. Therefore, short term rentals are not allowed in Bridger Creek subdivision unless a variance is obtained from the City. Any short term rentals should be reported to the Bozeman Code Enforcement Officer.
